What is admission under the quota of the Government of the Russian Federation?
What is the Russian Government Scholarship (Quota)?
The Russian Government Quota is a state-funded scholarship program that offers international citizens, including compatriots living abroad, with the opportunity to study at leading Russian universities. The cost of education is fully covered by the federal budget of the Russian Federation.
The Quota provides for studies in a wide range of fields at the following levels:
- Bachelor’s degrees;
- Master’s degrees;
- Postgraduate studies (PhD equivalents).
Selection for the Quota is competitive. The application process is managed abroad by Rossotrudnichestvo representatives and Russian diplomatic missions (embassies and consulates).
The quota covers:
- full tuition fees,
- preparatory courses (for those who do not speak Russian),
- monthly scholarship for the entire period of study.
Each student in provided with a place in one of the University’s dormitories. The fee for those studying at the state’s expence: 2 349 to 3 769 RUB per month.
Application Deadlines:
- by December 15, 2025 — for CIS countries,
- by January 15, 2026 — for all other countries.
Who Can Apply?
Only foreign citizens are eligible to apply for the quota. Candidates who also hold Russian citizenship must permanently reside abroad and must not hold any educational diploma issued in Russia.
How to apply for the 2026/2027 academic year?
1. Register on the website education-in-russia.com, go to the “My Applications” section, and click “Create a new application”.
2. Select the level of education, field of study, and up to six universities. Make sure to list NUST MISIS as your first priority if you want to study here.
3. Upload:
- a scanned copy of your passport,
- a scanned copy of your education certificate (or a certificate from your current place of study if you have not yet graduated),
- proof of achievements (awards, diplomas, certificates, list of publications, etc.),
- a recommendation letter from NUST MISIS will be an advantage.
Applicants for residency or postgraduate programs must also submit a motivation letter and a research summary or article related to their future research topic.
4. All documents in foreign languages must be translated into Russian and notarized.
5. Submit your application by January 15, 2025 and wait for an invitation to the selection stage.

All programs at all study levels are available under the quota.
When submitting your application, you may list up to six universities. If you want to study at NUST MISIS, select it as your first choice.
Applications are accepted until December 15 (for CIS countries) and until January 15 (for other countries). Results are usually announced in April—May. After that, applications are forwarded to universities for the second stage. In some cases, processing may take longer — candidates will be notified.
No additional entrance exams are required for Bachelor’s and Master’s programs. During the second stage, NUST MISIS reviews applicants’ files for completeness and required documents.
PhD applications are reviewed by academic departments of the university, and interviews may be conducted if needed.

Most applicants who pass the first stage are successfully admitted at MISIS University after the second stage.
Our admissions officer will contact all applicants who receive a quota. You’ll get an official admission letter from the Russian Ministry of Science and Higher Education along with detailed instructions.
We assist international students with travel arrangements, visa and migration procedures, enrollment, and dormitory placement. Support is available in English or your native language.
Knowledge of Russian is not required for English-taught Master’s programs at NUST MISIS. However, most programs at all levels are taught in Russian, so language proficiency is necessary. Knowing Russian also gives you an additional advantage during selection and helps with adaptation in Russia.
Yes. NUST MISIS has a Preparatory Department for international students, where they learn Russian, academic writing, and specialized subjects. Many quota students choose Russian-taught programs and start from the preparatory year, beginning with the basic level.
The Russian Government covers the cost of preparatory courses — just indicate your need for them in the application.
Preparatory courses start on October 1 and last until the end of July.
